I hear what Jei was saying but it was stated that to control higher levels of fire, you needed the ice to cool down the body’s temperature and shoto was the only child to have both powers, which is why endeavour only focused on him. Dabi learnt to control his powers but his body is still deteriorating even now, that why endeavour didn’t want him to use his powers.
