That's her doing the biting in the first panel. I see how it can be confusing since the 180 rule is broken, though I don't know if an alternative angle would work in this case.

Hmm, but her hair is long and his hair is short, and also in the first panel the person on the left has long hair and the person on the right who bites the sholder of the left person has short hair ... oh wait, her hair is short on the right! You must be right.
