Hugh has an ax to grind! Have the police gone too far? Do they have too much power over Hugh? It’s a small town, let’s pick a fight! 

In this episode, I considered actually incorporating the conflict of freedoms versus authority in a goofy, pastry metaphor, but wound up getting way too wrapped up in the dynamic at Frisky Fran's. As for the Gefarlich Water Park commercial, it's based on a real incident - apparently most theme parks are trusted to self-regulate, and they generally do because failing to meet a safety standard will basically bankrupt any park, but when they don't self-regulate they build "the world's most [x] [y]" and it turns out they don't make water slides that big because it's crazy dangerous.
