Whenever you have a fictional universe full of magic, you have to walk a fine line of checks and balances. JK Rowling's "Time Turner" is a good example. If magic can do a lot with only a little, then eventually smart characters would start solving every problem with a little magic. Basically what I'm saying is that if the Time Turner had to be fed human sacrifices to run, Hermione might not have used it to do her homework and everything else for one book.
