This scene was a bit weird because in the written draft of the comic, Andrew was supposed to be dramatically running away while Benny was nabbed. But, the panel got missed, and Andrew running away was then added to fit in with the page as it had been prepared. As a result, it's not super prominent why we had to go all the way to the diner and do this bribery. It's not a super important detail because Andrew probably won't be a reoccurring character, but the point is that our officer here is just trying to figure out his perps so he can tell their parents about the rock.
