To enter VATS, push V. So you're using a multi-companion mod, I gather? I wasn't sure about it when you recruited Raoul, because the game might count him as a "non-human companion" like Ed-E or Rex (Wouldn't that be really racist, though?), but when you got Boone to join as well that theory went out the window.
