Solid list! ToEE is my choice for #1 too. Great starting point and a good launching point for many more adventures. What about Q1? (I know you have talked pretty openly about it). It would be in my top 5. Maybe replacing the city of greyhawk.

I really dislike Q1. I vastly prefer my own Q2 to replace it; does the same job, but keeps it more grounded in Greyhawk, keeps the EEG angle of the plot, and you can still use the gates to do spin-off adventures.
