By definition their is no filler in this anime. Filler is often used to pad out an anime so it does not catch up with the manga. So creating non cannon filler episodes/arcs to extend air time is done. CG is a anime original. Every episode was planned to be made by the creative team. People often misuse the work filler if a episode is more based around character development/interaction rather than action or main plot by modern watchers. It's like saying over 70% of Cowboy Bebop is filler since it's not about the main story.

I agree that "Slice of Life" fits this episode a lot more than it being filler. It showcases how while people are having fun, there will be people going to work, people planning schemes, and people enduring suffering all in that same time frame. We also got more plot revolving around Orange Boy, Cornelia, and Bartley! About why MIlly wanted Lelouch's hat, it is heavily implied throughout the entirety of the show that Milly has unrequited feelings for him. Quite likely they were childhood friends being suited to marry each other. Her family had been ousted from nobility following the death of Marianne, and Lelouch's claim to the throne was given up, and he was presumed dead to almost all but the Ashford family. So, her family has taken it upon themselves for her to marry into nobility again, which is why she was set up with other noble suitors and eventually engaged to Lloyd. We can see how Milly is always trying to push Shirley to follow her own feelings because, before her reunion with Nina, Milly felt like she had very little choice in her life, masquerading it all with bravado. The school was the one place where she could act how she wanted and so decided to extend her stay at that safe place for as long as she could. I would say that Milly having everyone gunning for Lelouch's hat was just one last hurrah for her to follow through on her feelings before she could not stay with them any longer as schoolmates. But she takes not winning Lelouch's hand in romance on the chin and moves forward with her life. It's a goofy but rather heartwarming coming-of-age story in a Political Drama Mecha anime. Excited for you both to see more!

as an extra info to the second question, there is an anime Black Clover, in which one of the character's "power" is anti-magic, whereas the rest of the characters in that universe all use magic

BY DEFENITION Filler is a word that applys to anything used to fill space, sorry but i have seen this debate a million times...Manga can have filler. Filler is a media literate term for ANYTHING that fills time. Avatar 2 can have filler scenes, a book can have filler chapters and Anime can have filler episodes. You are totally right filler is often used as a term for episodes padding anime to not catch manga but it's an incorrect use, then again same people don't understand that anime means animation.
