Lelouch doesn't geass people on a whim there is always a valid reason in Shirley's case it was to protect her mind and his plan, he never brought harm to his friends so ofc he cares for people close to him.

I think people really don't understand Lelouch as a character. He knows that geassing people without consent is wrong of course he does. He doesn't need to justify it because he knows he shouldn't be doing it. He's not like Light where he justifies his killings as justice and building up his own ego as a god. That's the difference.

Chances are things might have gone differently if he had found Shirley before Mao guilt-tripped her into an attempted murder-suicide for his sick amusement. Lelouch would have probably just removed her memory of him being Zero rather than wipe all memories of himself from her.
