The person who came up with the wizards and witches gendered thing is JK rowling and everyone just went with it. In reality they are not gendered at all

Even before Harry Potter there was sort of a gendered connotation to them. "Wizard" was used to describe a scholar who learned magic through intense study and practice, while "Witch" described someone who obtained their powers through nefarious means and used them to harm others. People were very sexist about it, so most witches in fiction and most of the people put on trial for witchcraft during the early modern witch hunts were women.
