What do you think of the children being Warrior Candidates and how Marley picks their Titans?

What do you think about the perspective switch, we have had flashbacks from our characters perspective, like Eren reading about Grisha. But now we see Marley/Can't remember name of place they attack completely from the perspective of the soldiers. Thoughts on this or even a prediction on the purpose?
