There is a nonbender on the council. They explain in the graphic novel that the council is one of each type of bender and one nonbender.

Respectfully, I am almost certain you're wrong. I can't give a full response due to spoilers, but I don't think there is a single Korra graphic novel that takes place during a time when mentioning the council would be relevant.

I checked back and I was in fact wrong, but the first sort of council was made up of an equal amount of benders and nonbenders. Even though the council wasn't official in any sort of capacity

I'd actually say its worse than the non-benders not having any representation in this case. As Tarrlok pretty much said in this episode: he's the council representative from the Northern Water Tribe. Each council-member isn't so much voted in or even selected from among the locals as they are sent by each nation to represent their interests within/for the city.

Yeah, it's worth pointing out that the council wasn't always that way. It's shown later in the season that there was a time when there were actually two nonbenders on the council (I won't get into the circumstances of how that's shown due to spoilers, but you probably remember).
