The guy you didn't know that Panda talked about was Yuta Okkutsu, the main character of the prequel movie. He's been briefly mentioned by Todo, Panda and Maki before as they all know him from previous events

Like others have been saying, the guy Panda was thinking about is Yuta, the same second-year who was mentioned last episode. He's the one who beat the Kyoto students in the previous exchange event, and the guy Todo wanted to fight (before switching his attention to Megumi and Yuji).
