I don´t think you were supposed to "like" Terasaka because of that backstory either. In the end he was always kinda a bully. But it makes sense why he felt left out when everyone is thriving thanks to Koro-Sensei´s influence while he is still being an aimless "loser". As for why Koro Sensei would willingly kinda lead his students to his weakness of water, I think it´s because he really prioritizes their well being and them having fun. So just like Nagisa was hinting at in the end, his biggest weakness isn´t water, but his students. As we saw since he willingly risked his life to save all of them.
