I'm thinking this takes place in some kind of alterative universe where its the late 90s maybe early 2000s. I more so lean on the late 90s, as I think of the new millennium and how people thought the world would end in the year 2000. Everyone seems like they're having existential crisis in their own ways, Carol's sister feeling like she's living for someone else but putting on this persona like she has it figured out was sort of endearing in a way.
