Maybe part of the episode was a little misheard. There was no VR, or shocking going on in the torture scene. Just sound. They were just simple Star Wars universe headphones which were put on Bix. As the doctor said, it wasn't physical torture in any sense. What he did was play back audio recordings of the choral vocal sounds primarily of alien children dying or moments before death, being exterminated. In my head I imagined it sounding something like hundreds of mice dying. They layered the recordings and adjusted it to make it to most psychologically harmful to a human being as possible. So messed up!
