I think from Alicent's perspective it isn't just that she had no freedom from being told to marry the king to having his kids, etc. but also that Rhaenyra has basically got way more freedom than any other woman in this world. She was named heir to the throne which was the first a woman was ever named heir, got involved in a scandal with Daemon and still was kept as heir, was given the choice of any man to marry, had three bastards and her father is basically pretending at this point to protect her reputation. In a lot of ways, Rhaenyra is actually pretty spoiled. I think the relationship between Rhaenyra and Alicent is kind of like the relationship between Jimmy/Saul and Chuck. One isn't a bad person and can't help themselves do irresponsible things, and the other is super judgemental and bitter that they get away with it. The writer GRRM meant this to be a story where there are no clear cut good guys and bad guys. Even the incident with Aemond, he comes in bullying his cousin saying she can ride a pig instead, which is the exact thing he was being bullied with by Aegon, Jace and Luke. And even after the initial fight, he doesn't actually follow through with using a rock until after Jace draws a knife, so it wasn't exactly a one-sided thing there either.
