"The to path hell, is paved with good intentions." General Kirigan is trying to help his people, he wants to stop the wars with Ravka, and to not have his people, Grisha, hunted and slaughter for being "witches." Of course, his method of doing so is horrible and unethical. He was right and wrong with attacking that city with the Fold. He was killing people that are trying to rebel and were already planning on killing everyone on board his skiff. They also tried to assassinate Alina. But it was also wrong since it was also a city of people that had nothing to do with it.
