This isn't true, at least not always. Shark skin is usually rough, and can be used as sandpaper. My iaito (martial arts sword) uses ray skin on the handle, but shark skin can be used as well, and is textured similarly.

What I got from the mural was Coramex (and perhaps other he was leading) worshiping the Demigod under Rhir. Perhaps that worship led to him getting the skill... but with what we currently know, that's a leap I'm not yet prepared to make.
