Shepherd’s pie definitely not a pie in my books. It’s a pseudo-pie if you will. Pies need a pastry roof and that’s a fact. This is why I hate shepherds.

a pie is any filling component with either a potato or pastry top, as such a pud pie is any pudding filling covered in potato or pastry

A pie is an oven baked meal where there is a dissenance between the material that can be seen on the outside and what it is fill with. For instance a pasta bake is NOT a pie because the material is the same the whole way through, although the process of filling creates a difference in texture, the starting ingredients before it is placed in the oven are equal throughout. But if a conscious effort is made to place a filling inside a casing whether that be a full pastry or capped with mash potato then in that case, it is turned into a pie
