Caleb please, in the first episode the mom came to the preccint where jotaro was held for beating the shit out of several people. She even thought he killed someone lol.

The reason the art looks better this part is because the anime changes art style to reflect Araki's art style in the manga. So as Araki's style changed and evolved throughout the 30 years of JoJo's publication, the anime has each part try to reflect the art style Araki used at that time.

Holly, Jotaro's Mom, is exactly like her mom Suzie Q. Holly is supposed to resemble Suzie Q, her mom, not Lisa Lisa who would be her Grandmother.

In reality it’s that Araki forgot (once again) that he could do things like that but you can just pretend that once he’s not possessed by Dio anymore he doesn’t want to use such slimy methods as possessing other people. And the paint cutting you can just say he cut Jotaro with his tentacles while he painted to make it dramatic
