No they explained in an earlier episode, he didnt kill those guys. He's worried that killing will put him on the bad side of the law. So he crippled them so they can't kill families anymore. And so they can't talk or testify against him. He basically turned them into vegetables.

Tying people into a human knot and making them into a bolder is pretty much a death sentence. Had mummy man not released them so the cops could see pretty sure they would have died. Obviously his logic isnt the best given a human knot is just as bad to the law as fully killing right away, but you'd have to imagine there is a spell to safely remove a voicebox
