I'd say it's about 70-30 whether players utterly ignore a given NPC or become unreasonably attached to them and hang on their every word. Naturally, the odds rise to 100% of ignoring when the DM hinges a major plot point on the players getting attached.

I feel like it swings 100% the other way when it's an NPC that has a voice or mannerism that the DM finds annoying.
