Homelander is completely off his rocker. Soldier Boy is way less of a threat. Seems like besides the basic super strength the only power that Soldier Boy has is that chest thing which he can't control. It just kind of happens when he gets angry. It's pretty powerful yeah but it's not like Homelander who could wipe out everything probably in like 6 hours. It wouldn't take much. He can fly around and be anyplace really fast.. Soldier Boy had to catch a plane. Soldier Boy is also a lot more stable than Homelander. You can tell by how calm he is when Butcher was talking to him. He has PTSD which is triggering his power, but Homelander is completely broken and can't even hold it together for a second when anyone criticizes him or asks him a question he can't answer. Homelander can't even talk to someone without having all kinds of negative reactions to it that you can see in his face which is like every time someone talks to Homelander the entire place is at risk of him just flipping out and killing everyone there. Plus they can do what the Russians did to keep him on ice (no pun intended). If the Russians, a bunch of humans, were able to capture him should not be difficult for supes to do so.
