The only thing I can say about the difference in the picture quality for certain... is that the lighting looks much smoother and your face looks brighter. The time gap is about 6-7 years. A young character like Jinx has barely reached adulthood, but most characters have hardly aged. In between the episodes, Silco has given out shimmer to the underground to drive back the enforcers and make Piltover scared of open war. There is no romance between Jinx and Silco. He is like her father at this point, and has known him longer than she knew Vander. So yeah, they have a loving relationship but def not the creepy kind. You'll notice on Silco's desk the trinkets and creations that Jinx made when she was younger. And it is even said so flat out later in the series that she's like his daughter. Although I would say she was far from "indoctrinated," he was probably the worst father figure she could have chosen.

Only a few episodes in and you already know almost all their names- well, that's defnitely a testament to how much you love that show lol. I personally love the new set-up. Audio, camera angle and brightness are perfect.
