I think Bobby DID do what was right at the time and she was forced to seek santuary becuase she had no other option. She's even pushed back multiple times when she was told to lie or told lies after she said what she saw. I didn't see it as fast a change since we don't really know how much time has passed since the incident.

Maybe it's something that works better in the books, where each chapter is written in first person from a different main character POV. Like this is a Holden chapter, this is a Bobby one, etc. And you get to know what each character is thinking.
