I've been using the phrygian dominant scale since I originally learned the harmonic minor scale. For years I didn't even know I was using it. I learned the Harmonic Minor and instantly started playing the Phrygian Dominant not even knowing what a mode was. It was just a natural way for me to play the Harmonic Minor and I would usually play it over a V-I progression. Pretty sure it was because of the Neo-classical music my ear was trained to because of players like Malmsteen, Blackmore and Crack the Sky...
