I've seen a number of reactors think that we've never seen Penelope dance before, but we have - twice. In season one Cressida spills a drink on her, but Colin sees that it was on purpose and asks Pen to dance. She also dances with Colin after he reveals the truth about Cousin Jack's ruby mines. He asks her to dance at the end of the first season as well, but she's still reeling from the news that he'll be leaving for his travels soon and rejects him.

I certainly agree that Eloise wouldn’t have told anyone about Pen bring Lady Whistledown. But I don’t believe that Pen kept it a secret from her for that reason. Pen doesn’t have the best home life. I think Lady Whistledown is the only thing that she has that she can call her own. It gives her a degree of personal satisfaction that nothing else really does. I doubt she would have told anyone. Also I have a sneaking suspicion that if Eloise had known from the beginning, she would have tried to take it over. Eloise is a bit of a bulldozer. She wouldn’t have done it knowingly, but she’d want to be a part of it and slowly push her opinions on to Pen despite it being Pen’s business. And I think Pen would have known that. After all Eloise loved LW all throughout season 1, but once season 2 hit she suddenly got bored of it and wanted LW to shift to more serious topics. Completely ignoring that LW is a gossip column and the whole point is that it’s not supposed to be serious. Eloise also doesn’t know how to mind the business that minds her, as we’ve seen last episode. She’s not quiet or discreet. So yeah, I get why Pen didn’t trust her with her secret.
