Great work on the maps. Might I suggest some editorial ground rules? Sometimes the map depicts the copy before the map, other times, after. Pick one format. It is hard enough to follow as is.

Great feedback - we wrestle with having orphaned pages and white space but we have been considering this. We use the larger type because it makes the document readable on a phone/small screen. On a PC/tablet it is a bit more, "why are they using 14 and 18 point text???" Based on your feedback we'll put the map after - ONE EXCEPTION. When a region is quite (south Donbas is a great example) we sometimes have just the broader area map. In those cases the map will still be at the very top of the section after the header.. Luhansk in yesterday's report is a great example of this.
