Why does the Russian government permit Igor Girkin to be so critical of Russian war progress while they crack down on those protesting for peace? Is it that he is reproachable because of his large following or maybe that the Kremlin likes to have a more hawkish voice?

There are a lot of theories but no real answers. Girkin must be deeply connected considering he hasn't had tea with Putin after everything he screwed up in 2014. His obsession with Kharkiv is because he led the forces in 2014 that attempted to take Slovyansk and advance on Izyum and calling it a disaster would be charitable. That failure, his not listening to the Kremlin, and the heat from flight 17 got him recalled back to Moscow (at the end of the day he is a Russian intelligence agent). Someone really, really, really, likes him. All speculation based on Occam's Razor
