In the UK, if you don't have signal on your mobile network, you can still make 999 calls if another providers network is available in the area. (Source: https://www.gov.uk/guidance/telecoms-resilience Section titled "Emergency mobile roaming") Is this not a thing in the USA? Or is it in some areas, but some places only have one network option?

Sorry didn’t quite make it last night, fell asleep. Think it’s an age thing? For the Champions League and even the Championship (hello Cardiff City) try the LiveScore app. Ad supported but it does World Sports. In Hereford testing out Plan C. In The Orange Tree drinking Welsh Cask Ale and eating filled rolls (cheese and onion and ham salad). Another great show.

It is a thing in the US too, which implies that the emergency call system was being affected by ATT’s outage somehow. If it was a peering issue as some think, it could be that the calls were allowed but just not able to be routed to the other providers.
