Smarmsly is an overachieving, sycophantic, busybody, little rat-twerp. He loooves to point out other employees' shortcomings all while sucking up to his superiors. Oscar sees right though his attempts at manipulation, but unfortunately Mr. Rottmeyer is very easy to flatter. :')
