While Black Market isn't my favorite BSG episode by any means, it is still very good TV. I like the narrower character focus that shows us the dark place where Lee's head is currently at. This is a dark side story that immediately follows several excellent episodes, so I don't think its somewhat low reputation amongst fans is surprising at all, but it is definitely not filler. It may not further the main plot very much, but it definitely furthers character arcs and relationships.

Not a single episode of BSG is a filler. Sometimes with a handful things might not hit right for them for any number of reasons or the underlying purpose of the plot isn’t in your face but sets of revelations in future episodes. It’s also the reason why reactions are so awesome.
