During the campaign, I'm not sure if Matt had a specific person selected for this particular vestige or not. It could have just been chance that Vax wound up with it, or it could have been "his" the whole time. I tend to think it was actually meant for Percy, given his ties to death as it was. But with Vax's reaction and bargain, it makes story sense to have wound up with him instead. A DM rolls with the punches, if you will, adjusting things to react to the players as much as they are reacting to the story and NPCs. Certain vestiges may be more obviously for certain people, but some may have been "up in the air". And, when handing things out among the party, sometimes the characters decide it goes to this person when the DM thought it would go to that person instead. A bad DM railroads the players into staying with the strict storyline. A good DM rolls with it and, if it has to be a certain way for the story to play well, finds a gentle way to guide them there, but accepts what the players choose in the end, as it's the players' story.
