not sure if you noticed, but during the scene when Percy is explaining the pepperbox and the names inscribed on the barrels. when Scanlan asks about the 5 names and who's the 6th for, if you look at Percy's shadow on the wall behind him you see the answer to that question.

Delilah is indeed a very powerful wizard. It's not a spoiler for the LoVM, but before she came to Whitestone she was part of the "board members" of a wizard school on another continent. They are very powerful and infuential there, having strong ties to the monarch of that nation. However, Necromancy is not allowed to be practiced in that nation, or in the magic school. And Delilah failed in the cardinal rule of the Assembly (that is, the ruling board of archmages for the school) - "If you break the rules, don't get caught", which is why she had to leave. So yes, she's very powerful. And now she has access to a substance that enhances her magical abilities further still.
