The reason Avasarella wants to keep the ring gates closed is because she isn't certain yet that the whole gate thing doesn't pose an existential threat to the entire human race -- just as it appeared to be such a threat in the last season when Holden knew that if an attempt was made to destroy the ring that the entire solar system and the human race within it would be destroyed, just as the other civilizations were destroyed. So Avasarella was being responsible to keep the ring gates closed for further colonization on other worlds UNTIL she knew for sure. So her political opposition, though well meaning, was wrong.
