Ah, this one's a really nostalgic one for me. This episode was outsourced to studio A1 Pictures, and is quite famous among animation fans as a handful of great action animators took part. Though, it can be seen that the supervisor struggled with the designs a little bit, which is of course understandable considering its his first time working with them. An amazing showing from the outside team nonetheless and not at all a surprise that it's a praised episode production wise. And yes, Arakawa-sensei is a woman. I'm not sure whether you were questioning or stating that, lol.
