Yep, Mogi is voiced by the same voice actor as Zoro.

By the sound of it, I would assume that the mic didn't work so the audio was picked up by the camera. I could be wrong.

This is the real Light, the Light without a Death Note, his sense for justice, he in a normal/weird situation. He even said "We are wasting time" he still considering himself part of the task force, just by saying "we" it means he wants to leave there and catch the "real" kira (in his eyes). We never saw this part of Light, only 10 mins in the first episode and it was at the school, after that was always Kira, no Light. And btw yes, about the mic, sounds fine for me in quality, only low in volume.
