Since you've probably already watched the next episode of 2011, the reason Kite wasn't included in the 2011 show was twofold. Firstly because Kite just doesn't show up until the upcoming arc in 2011, and that wasn't complete in the manga at the point where the 2011 show began production. Togashi was/is infamous for his long breaks between chapters so there was no guarantee the story would be finished in time. And second, the director of the 2011 felt that since Kite's introduction and his reappearance are so far apart, introducing him in the second half of the show in a more dramatic fashion would add more to his character and the role he plays. He has since said he regrets that decision, though.
