My setting has various elf cultures within my 8 subraces. A culture shared between Dark and Sun elven women wear various red head coverings.

I do wonder how elven culture feels to the theft of Veils and Bonnets? How big of a crime is it and how is such a action punishment?

would this vary much for drow? I only ask because I know some sources say their eyes are more sensitive to the sun. for example, my drow player character wears a thin veil that comes down over her eyes, to block out some of the harsh light while she can still see through the thin material, so she can be out during the day. do you think it would be more common among drow to have veil variations that cover the face?

many true drow have entirely different rules in regards to hair, but yes they'd definitely find a way to get a lil more protection out of their veil situation
