the Kaminoans aren't really lying, they did design the chips to supress the clones and make them more controllable, Jango Fett' the genetic source for the clones was pretty ruthless and calculating, I mean, he let them make millions of "disposable" clones of him without a problem, so it makes sense to have a back-up in case they ever went rogue or rebel against the republic, it's disgusting what they did, but it makes some sense, it's just that... because the chips can take away the clones free will... it can be used to do... something else... that's were Order 66 comes into place. Just reminding you as well, the Kaminoans don't actually know that "Lord Tyranus" is Dooku, you can tell from their reactions and how they speak to him, to them he's just the Jedi that took over from the original Jedi who commissioned the clones.
