Epsilon has no real bust to speak of, so when Cid gave her the slime bodysuit, the same one he uses to change his facial structure and eye color so he doesn't get recognized in his "Shadow" persona, she used it to increase her butt and boob size to combat what nature gave her. If you noticed, in the flashbacks with both Beta and Epsilon (2 rival girls) whenever one is talking to Cid in private you can see the other standing outside the window spying on them. They have zero chill with each other going all the way back to when they were kids. And as others have mentioned, Epsilon is very short with no curves so uses the slime to make up for that, and Cid was commenting on that at the end.

Epsilon has obviously not learned the truth that all flat chested Vtubers learn, from the words of Ina, "Flat is Justice!" Reverb included. Essentially, she's pilling slime (the substance Cid uses to create his clothes, Shadow facial features and sometimes weapons) to make her have 100% artificial booba. She has a rivalry with Beta because unlike Epsilon, her booba is 100% natural. Also, I love the references in this episode from Dragon Ball and Star Wars, because of course an anime will mention those two since their so iconic.
