Robota mentioned that the Lycoris are not public knowledge (after all, having a bunch of school age girls acting as government assassins is not likely to be popular with the public). So any incidents involving them are covered up, thus the train being reported as an accident with no witnesses and the regular police being prevented from investigating it.

Firstly, I'm glad you're enjoying the show those 2 are still super adorable and I love them both. Secondly, you can't call him moss head we all know that's Zoro's nickname. But, it's not his fault he attacked the train he just heard about how trains would harass you and took it into his own hands. But, yeah you can certainly feel that this train(ing) accident is only the start of something big. Can't wait for you to see it.
