The old man wouldn't actually be a bad person to lead a country, if he wasn't given control over non-magic peoples. There is lots of good to him, and he does genuinely care for magicians, the issue starts when you physically can't see other people as human beings to the point you personify them as animals. I also don't believe he works on a 'benefit for himself' basis, he just genuinely cares about the kids in his academy as his own and cares so little for non magicians that he appears manipulative, when in reality he just pities Titus and saving the girl was equivalent to buying his kid a puppy. Titus' situation is also interesting, i would like to draw your attention back to when he saw cats and shops in the city, even with a limited life span, isn't it odd at his apparent age that those things would surprise him in the same was as someone who never stepped foot above ground?

The principal says there's no taxes in level 5, but getting your magoi siphoned away from you everyday seems pretty much as "paying taxes" to me...
