Regarding the history of cyberspace being fractured, basically the megacorps had lots of AI handling many tasks in cyberspace, but the Hacker Bartmoss released a virus that caused the AI to break free of the corps control and go wild. A new AI called the Blackwall was created as a barrier to keep the rogue AI out of the zones that weren't yet affected. There are certain human organizations that are trying to break the Blackwall because they see the AI on the other side as potential allies. Lots of cool lore in this universe.

When they talk about borging out, it is the thing with changing more of yourself into machinery/cyberware. Going full borg is what happens when you only have your brain left and it is put into a 100% cyberware body. When you do that, you pretty much immediately go cyberpsycho and that is generally held back by brainwashing and drugs being pushed directly into your brain. There are a few examples of people that might not even have their brains anymore, but where they are rather software clones of the original personality. This is mostly to understand them talking about adam smasher as a fully borged living legend. He is at best a brain in a mechanical body. He is also a major dude in cyberpunk lore... who is just as insane as what the doc said.

Maybe, but lets hope not. In the Cyberpunk world some soldiers end up going Full Borg. They basically get stored as brains until they have to go into battle, then they get put in a body and spread destruction on a level beyond what we can understand. After the job, their brainwashing makes them return and they get removed from their bodies again. At every point in this process they are entirely insane. To put it in powerlevel terms that you have seen. One of these fuckers could kill Maine and David without taking appreciable damage. This is Maine just before his death and David as he is in this episode, with their teams. Davids Sandevistan is a single military grade implant, while these dudes have bodies built of military grade implants with different functions.
