Jiraia is based on “Kato Danzo” a famous 16th century ninja. According to legend he was able to fly (though today most consider this to have been an illusion, like Gintama and his invisible wires). According to historical documents, his employer suspected him of being a double agent and had him executed, likely where some of Gintama’s Jiraia gets his backstory from.
