It feels like only Gintama can get away with having having so much of its content just be parodies of other properties, hard to imagine any other series being able to do that and be so successful at it.

The name of the series of movies you're trying to think of is the Saw series. That's what Jigsaw is from. I think they were becoming popular around the time this episode would've come out. Or at the very least they would've been released in Japan.
