Discrimination based on blood type is a common issue in Japan (or at least it was at the time, not sure about now), so that's probably why they chose to bleep that bit

Honestly Kondo was writing a masterpiece of a letter until he started blathering about Otae and saying he gets turned on. Also you're right that they're terrible at relationship advice. Kondo's a stalker of a woman who hates him. Hijikata used to be popular with women until they found out about his Mayo fetish, and the only woman who was cool with it died. Then you have Gin, where the only woman who's shown interest in him is a masochistic stalker of a Kunoichi. Who he absolutely despises. So yeah, two thirds of these guys if they've experienced romance at all, paid for it.
