It's been a few years since I've seen Death Parade, but if I remember correctly the answer to your question at the end (that isn't a spoiler because they said it in the episode) is that when Decim was created he was given human emotions. He's just so stoic and quiet because the emotions are very subtle so the flower head guy won't catch on that they broke one of the three rules. I could be wrong about that, though
