Every society has to have a balance between freedom and security. Complete freedom is anarchy and aside from wanna-be mad max types no one really wants that. Complete security means you have to do everything the system tells you, and even if the system has your interests in mind, what's good for you may not be how you want to live. There's also the issue that people's desires for one or the other change depending on the situation. In periods of major crisis (war, huge disasters or lack of a functioning government) people are willing to give up a lot of freedom in order to get safety and security. In times of peace and prosperity, people want more freedom. We'll likely never find a perfect balance, unless we do something drastic such as engineer humans through genetics that are all desire similar things.

Authorized Punk Rock Musician is an oxymoron, a contradiction of terms. Considering that Punk Rock is characterized as being anti-establishment and was originally always distributed by independent record labels. The idea that it needs to be authorized by the government, kind of defeats the whole point.
